Tourism infrastructure development is critical to the growth of any destination and more so for Kerala, one of the fastest growing in the world.  To overcome the shortage of infrastructure against a growing demand in the state, large investments are required.  But the shortage of funds in the public sector often hampers the pace of development. TRKL-TAJ initiative was the first of its kind in fostering joint venture with private sector to overcome this difficulty.

TRKL envisages developing tourism based projects on Public Private Partnership (PPP) Model, utilizing idle land owned by the Government in locations having tourism potential. The basic steps followed in developing the PPP Model ventures by TRKL are as follows.

  • Identification of Land: Land having tourism potential owned by Government will be identified for Implementation of the projects.
  • Opportunity Scanning: Each Land identified for the projects will be taken up for idea generation for exploring various project ideas that can be implemented on those locations and viable project ideas will be listed out.
  • Pre-feasibility Studies: Pre feasibility studies will be conducted leading to detailed feasibility/structuring, preparation of detailed project report etc.
  • Selection of JV Partner: The Joint Venture partner for engagement in the project would be identified by following a formal transparent competitive bidding process. The bidders who submit the most competitive bid will be selected for partnership.
  • Implementation of the Project: The land would be offered by the Government and the project would be implemented through the partner selected after executing a JV Partnership Agreement between TRKL and the JV Partner.

  • Management of the Project: The project will be managed by the JV partner as per the terms of the JV Partnership Agreement.
